Visa Bulletin September 2025: Minimal Movement As Visa Numbers Reach Annual Limit

USCIS Adjustment of Status


For employment-based preference categories, the U.S. Citizenship and Immigration Services (USCIS) has confirmed it will continue to use the Final Action Dates chart to determine filing eligibility for adjustment of status to permanent residence in the month of September.

For family-sponsored preference categories, USCIS will also continue to use the Dates for Filing chart to determine filing eligibility for adjustment of status to permanent residence in the month of September.

What can we expect to see in the month of September?


Employment-Based Categories


There will be no changes to the employment-based Final Action Dates and Dates for Filing for the month of September.

The Visa Bulletin contains an important note that says the Visa Office expects to reach the FY 2025 annual limit for most employment-based categories during August and September. When this occurs, affected categories will become “unavailable” and no visas will be issued.


Family-Sponsored Categories


Final Action Advancements

F-2B Unmarried Sons and Daughters (21 years of age or older) of Permanent Residents

  • F2B Mexico will advance by 3 months to April 1, 2007
  • F2B Philippines will advance by 2.3 weeks to May 1, 2012

F3 Married Sons and Daughters of U.S. Citizens 

  • F3 Philippines will advance by 5 months to May 1, 2004

Dates for Filing Advancements

F-2A Spouses and Children of Permanent Residents

  • F2A All countries will advance by 2 months to June 1, 2025

Conclusion


For the employment-based categories, there will be no changes to the employment-based Final Action Dates and Dates for Filing for the month of September. The Visa Office expects to reach the FY 2025 annual limit for most employment-based categories during August and September. When this occurs, the affected categories will become “unavailable” and no visas will be issued.

For the family-sponsored Final Action dates, F2B Mexico will advance by 3 months to April 1, 2007, F2B Philippines will advance by 2.3 weeks to May 1, 2012, and F3 Philippines will advance by 5 months to May 1, 2004.

For the family-sponsored Dates for Filing, F2A will advance by 2 months to June 1, 2025, for all countries, and F3 Philippines will advance by 5 months to May 1, 2005.
