USCIS Adjustment of Status
For employment-based preference categories, the U.S. Citizenship and Immigration Services (USCIS) has confirmed it will continue to use the Final Action Dates chart to determine filing eligibility for adjustment of status to permanent residence in the month of July.
For family-sponsored preference categories, USCIS will also continue to use the Dates for Filing chart to determine filing eligibility for adjustment of status to permanent residence in the month of July.

According to the Department of State’s July 2025 Visa Bulletin, the following Final Action cutoff dates will apply for employment-based categories in the month of July.
EB-1 Aliens of extraordinary ability, Outstanding Professors and Researchers, and Certain Multinational Managers or Executives
- EB-1 India will remain at February 15, 2022
- EB-1 China will advance by 1 week to November 15, 2022
- EB-1 All other countries will remain current
EB-2 Members of the Professions and Aliens of Exceptional Ability
- EB-2 India will remain at January 1, 2013
- EB-2 China will advance by 2 weeks to December 15, 2020
- EB-2 All other countries will remain at October 15, 2023
EB-3 Professionals and Skilled Workers

EB-4 Religious Workers
- Unavailable
As predicted by the State Department and announced on February 28, 2025, all available EB-4 immigrant visas for FY 2025 were issued as of February 28, requiring the State Department to make the category unavailable immediately.
EB-4 will be unavailable for the month of July and continuing through the end of the fiscal year on September 30, 2025. No immigrant visa or adjustment of status applications may be approved in the EB-4 category through that date. The annual limit will reset at the start of the new fiscal year on October 1, 2025.
EB-5 Unreserved Categories (C5, T5, I5, and R5)
- India will remain at May 1, 2019
- China will remain at January 22, 2014
- All other countries will remain current
EB-5 Set-Aside Categories (Rural, High Unemployment, and Infrastructure) will also remain current

Conclusion
For the employment-based final action dates, EB-1 China will advance by one week, the EB-2 Final Action Date will advance by two weeks, and the EB-3 Professional/Skilled Worker Final Action Date will advance by one week in July.
All employment-based final action dates for India will remain the same, except for EB-3, which will advance by one week for Professionals, Skilled Workers, and Other Workers.
Final Action Dates for most remaining countries will advance by seven weeks in the EB-3 Professional and Skilled Worker subcategory, except for the Philippines, which will not advance.
For employment-based dates for filing, only EB-3 Professional and Skilled Workers Worldwide, Mexico, and the Philippines will advance by 2 months.
For family-sponsored final action dates, all categories will advance except F1 Mexico, F1 Philippines, F4 Worldwide, Mexico, and China.
For family-sponsored dates for filing, F1 Mexico will advance 2 months, F2A all countries will advance by 4 weeks, F2B Mexico will advance by 1 year, F3 Philippines will advance by 2.3 weeks, and F4 Worldwide and China will advance by 3.3 months.
